Trouble for Dual Status Technicians

If you are a technician, we could be the right firm for you with retired Guard AGRs, with HR and JAG experience.  Recently Major General McGinn, Retired, signed a letter and posted on the NGAUS website and circulated it.

National Guard Assoc of the U.S. is supporting a Defense Department proposal calling for the elimination technicians.

This program, admittedly, is a bizarre arrangement for drilling reservists, who are GS civilians and wear a uniform from Monday to Friday.  It can be a very lucrative gig with the right connections as going on orders allows double dipping and enriching both military and civilian pensions.

NGAUS supports the initiative and sees this as “modernization.”

The technician program has had historic funding problems.  What appears to be occurring is that DOD is converting DSTs to control grade AGRs and a small percentage of GS Title 5 employees, roughly 11%.

My position is that there are probably too many AGR officers in the system.  But nothing is perfect in our military.  NGAUS, claims, of course, as a full-time lobbyist group, “that the National Guard consistently operates below its required full-time manning levels.”

We’ll see how Congress and the Adjutants General Association of the United States work with other lobbyists on this proposal.
