Susan J. Lynch

Of Counsel | Senior Military Law & Strategy Consultant Colonel, U.S. Army Judge Advocate General’s Corps, Retired
Susan J. Lynch brings 39 years of military service across the Active, Army Reserve, and Army National Guard components to her work at Citizen Soldier Law. A retired Army JAG Corps Colonel, she helps servicemembers and veterans navigate military disability processing, administrative separations, military personnel matters, and applications to military review boards.
Susan’s approach to representation begins with understanding the person behind the legal issue. She recognizes that military legal matters can affect a client’s health, family, financial security, and sense of identity. She takes time to listen, explain options clearly, and develop strategies that reflect each client’s circumstances and goals. Her approach combines rigorous advocacy with compassionate, practical guidance so clients feel heard, informed, and supported throughout the process.
Susan served as a Legal Advisor at the Army Review Boards Agency and a member of the Army Clemency & Parole Board. Her work included implementing standardized review procedures for more than 3,500 cases arising from a landmark class-action settlement. At the National Guard Bureau’s Office of General Counsel, she established its inaugural Senior Medical Legal Advisor role, addressing medical and personnel issues across all 54 states and territories, including during the COVID-19 pandemic.
Her earlier assignments included leading an 18-member national support team with the Army National Guard Trial Defense Service, serving in the Office of the Judge Advocate General at the Pentagon, and supervising counsel representing Soldiers in the physical disability evaluation process through the Office of the Soldier’s Counsel. These experiences give her a practical understanding of military decision-making and the barriers clients face when seeking fair treatment and corrective relief.
Susan earned her Juris Doctor from Suffolk University Law School and Bachelor of Science from Suffolk University. She was selected for a U.S. Army War College Fellowship in International Security Studies at Tufts University’s Fletcher School of Law and Diplomacy.
